I argue that the OPC racial redevelopment machine “offers ideological hegemony and political legitimacy” (MacLeod 2011, 2634), discursively framing this development project as primarily intended to benefit local communities and residents through economic upgrading and growth, while, simultaneously, tapping into all-too-familiar practices of gentrification-centred development.
