the u.s. has always been in the process of eradicating the natives, in every war it's always civilization against savagery, and the savages are always losing, but never completely disappearing, they have to leave some alive left to kill to rationalize massive war expenditures. at this point war is barely a conscious thing, it's a vast machine, self-generating. kill, make more war, kill more. take everything.
