the rich do plan, on contingency, on immunity, on war, on impunity, on victory. they're not stupid, except in the spiritual sense, and natural, common sense. they know the massive die-off is happening, but not to them. they plan on reducing the population to animals they eat and people they enslave, and the lord knows there's too many of those, and genocide makes them rich so they can build more towers and walled compounds and the poor do no longer plague them.
