it may be they aren't evil, are only programmed to serve evil purpose, and are not as smart as dogs.  meanwhile they will keep their dogs on a leash and control their animal. so stating that ideally the leash should serve only as backup will sound absurd and impracticable. nevertheless it will be shown otherwise be systemic fools who only prove the rule. yet if there are no ideals in practice what we have is the status quo, sad dogs, human slaves, death everywhere.
